Self-Determination Program (SDP) Overview

ContextThe Self-Determination Program (SDP) is a voluntary alternative to the traditional Regional Center service model in California. It gives individuals and their families significantly more freedom, control, and responsibility in choosing their services and providers.

How it works

The SDP provides individuals and families with a specific, individualized budget to purchase the services and supports they need to implement their Individual Program Plan (IPP).

Key Components

  • Person-Centered Plan (PCP): A foundational document created by the participant (often with an Independent Facilitator) outlining their goals, dreams, and needs. This plan directly drives the IPP.
  • Individual Budget: The budget is typically calculated based on the total amount the Regional Center spent on the individual's services over the last 12 months.
  • Financial Management Service (FMS): A required vendor that handles the funds, pays employment taxes, performs background checks on workers, and pays the providers chosen by the participant.
  • Independent Facilitator (IF): An optional but highly recommended professional who helps the participant create the PCP, locate non-traditional providers, and manage the budget effectively.
  • Differences from Traditional Services (SAR)

  • In traditional services, the Regional Center directly pays vendors from an approved, "vendored" list.
  • In SDP, the individual can hire almost anyone (as long as they meet basic qualifications and pass a background check) and the FMS handles the payment, allowing families to hire private coaches, community classes, and non-vendored therapists.
