Important Clarification: NeuroHub is not a vendor, FMS, or service provider. We are not asking for any money or reimbursements from the Regional Center. We solely provide software to help parents organize and submit their own paperwork efficiently.

Frequently Asked Questions

Is NeuroHub a vendored FMS provider?

No. NeuroHub is an administrative document management tool used by the parent or participant, not a Financial Management Services provider. It does not handle funds, payroll, or direct reimbursements. The parent submits generated invoices directly to their FMS provider, who processes reimbursements through the standard DDS/SARC/RCEB workflow.

Are the invoices legally compliant with DDS requirements?

NeuroHub generates invoices that include the required certification language per W&I Code ยง4685.8 and are structured to meet SDP Program Directive formatting requirements. However, NeuroHub is an administrative tool โ€” the parent is responsible for the accuracy of the content they submit. We include a mandatory disclaimer on every invoice that it is generated by an administrative tool, not a licensed professional.

Does the provider need to be vendored with DDS?

Under both the Self-Determination Program (SDP) and the Social Recreational (SRA) reimbursement process, families have the flexibility to hire qualified community providers without requiring traditional Regional Center vendorization, provided the services align with their approved IPP.

What is an 'authorized signature' on these invoices?

Invoices generated by NeuroHub include a signature line for the parent/participant to sign before submission โ€” the platform does not pre-sign invoices. The parent certifies the information is accurate when they submit. This follows the same pattern as manually prepared invoices.

Can I audit the documents shared with me?

Yes. Each shared package link is time-limited (set by the parent โ€” 24 hours to 30 days) and read-only. The parent can revoke access at any time. Every view of the coordinator portal is logged with a timestamp for the parent's audit trail.

Is this HIPAA compliant?

NeuroHub is an administrative tool and does not classify itself as a HIPAA-covered entity. Documents are stored with server-side AES-256 encryption in Amazon S3, access is authenticated via Amazon Cognito, and shared links use signed S3 presigned URLs that expire automatically. No PHI is stored beyond what the parent uploads.

Who built this and is it legitimate?

NeuroHub is a software platform built specifically for California Regional Center families. It is in active beta use with families across multiple regional centers. We are not affiliated with DDS, any Regional Center, or any FMS provider. This is a parent-facing tool that generates administrative documents โ€” the same type of documents a parent could prepare manually.
